Abstract

This research work titled”Commercial Open Air Cooking and Global Warming: Perception of Local Eatery Operators in Awka” came against the backdrop of the vital role of climate change in human development and survival. This import of climate change to human destiny has expectedly placed the subject in the front burner of global social, economic and political discourse. Nigeria has not been an exception in this global concern as the country is also obliged to enlighten and mobilize her citizens towards behaviours that will reduce concentration of greenhouse gases in the atmosphere. One of the areas of concern in this respect is carbon emission from open air cooking which is a common practice in the country. The study was designed as a urvey due to the nature of the variables under investigation and anchored on the Knowledge, Attitude and Practices model .A total of 387 respondents were drawn from commercial open air chefs around Awka Urban through a simple random procedure while the instrument of data collection was a questionnaire containing sets of questions which addressed the measurable variables. From the quantitative data gathered and analyzed, it was found that local eatery operators in Awka have low exposure to the issues of global warming; the eatery operators have low knowledge of factors that contribute to global warming and that they have failed to take steps towards behaviour that mitigates global warming in line with suggestion made by global and local agencies. It was recommended that Global warming campaign should be intensified targeting specifically commercial eatery operators with the view to improving their knowledge and awareness of the implication of their activities to global warming.

Abstract

Corruption is a worldwide phenomenon and its effect on national development in  Nigeria  and   else    where   in the world Is  diverstating.  As widely spread concept, ,it has cut across every facet of human endeavour  with  immeasurable  effects. Corruption   a challenge  to Good Governance in Nigeria. relied on data collected from  secondary source. the following recommendations among others were made. That staff indicted in corruption should be made to undergo the disciplinary processes, one way corruption is entrenched in Nigeria is by the lukewarm attitude of those who are supposed to enforce the laws of the land (Judges, police officers and public official, and Staff should also be encouraged to live according to their income level and not in opulence beyond their present salary scale. Senior officers in the civil service should be encouraged not to support lower level staff found guilty of corruption .The government employees salary/wage structure should be reviewed upwards) poor reward system no doubt fuels corruption, such as lack of incentives, poor wage system, scholarship to staff, lack of training, these can lead to corrupt tendencies in the office .New employee should pass through an induction programme in which they will be encouraged to live above corruption and not allow any person to influence them negatively to engage in corrupt practices: Ethnicity should also be discouraged among staff because it lead to corrupt practices….

POLITICAL LEADERSHIP, PARTY POLITICS AND DEVELOPMENT IN AFRICA

SMART C. MOKUYE

Department of Public Administration, Obafemi Awolowo University, Ile-Ife, Nigeria

Abstract

This paper attempts a critical exposition of political leadership in Africa, especially as the effect of party politics with its attendant consequences on development.  It examined the extent to which god-fatherism and seat-tight syndrome in political leadership have over the years, adversely affected developmental efforts in Africa. It further argues that the means and methods of ascension to political office leaves much to be desired, hence the need for paradigm shifts. The paper particularly viewed development in Africa as a feat which can only be attained when ideal leadership is installed through sane political practice. The study adopts descriptive approach and content analysis as its methodological orientation. The findings of the study revealed that, self-interest and party loyalty among political office holders in Sub-Saharan Africa, SSA, had hitherto hindered developmental efforts. It therefore concludes that, a radical change in mentality and orientation of African leaders to politics is certainly a panacea to democratic leadership and development in Africa. The paper recommends among other things, the need for Africans to urgently reflect back on the values, visions and aspirations of Africa’s founding fathers and the institutionalisation of leadership training centres across the continent as platform for the emergence of credible leaders towards sustainable development.

IMPACT OF FACEBOOK AND TWITTER ON POLITICAL EDUCATION IN NIGERIA: A FOCUS ON ARDO-KOLA, LAU, AND KARIM-LAMIDO FEDERAL CONSTITUENCY

JIBRIL G. ISA, OBERIRI DESTINY APUKE & MOHAMMED T. SALIHU

Department of Mass Communication, Taraba state university, Jalingo, PMB 1167.

Abstract

This research examined the impact social media outlets (Facebook and Twitter) have on political education before the 2019 general election in Nigeria. Samples were drawn from Ardo-Kola, Lau, and Karim-Lamido federal constituency. The study is anchored on Technological Determinism Theory. Data was collected using questionnaires which were equally distributed to the three local government areas which make up the constituency. A total of 399 copies of questionnaire were administered to the respondents across the three Local governments. However, 350 copies were returned. Results from the data collected indicates that a large proportion of the respondents agreed that they accessed Facebook or Twitter. Most of them consciously viewed the political messages as favourable and desirable. This suggests that the majority of the people subscribed to political messages on Facebook or Twitter.  In this regard, it was found that most of the respondents demonstrated a high level of understanding of political messages via political education. As such, they specified that Facebook and Twitter influenced their voting behaviour. This study proposes that Facebook and Twitter should be used for constructive political education.

CORRUPTION AND THE CHALLENGES OF GOOD GOVERNANCE IN NIGERIA: A REVIEW.

DAHIRU ABUBAKAR SAMBO

Department of General Studies, Federal Polytechnic Bali, Taraba State

Abstract

This paper critically explores the challenges of good governance and corruption in Nigeria. Corruption has largely contributed to the backwardness and failure of good governance in Nigeria. The country has not been able to implement policies which promote good governance and facilitate the development and success of the democratic process due to the prevalent existence of corruption at both high and low levels. There is no doubt that this development threatens the moral integrity of the nation and hampers her social and economic development. Nigeria’s complex political design is a contributing factor to the rise of corruption, which has adversely affected stability and trust and which has damaged the ethos of democratic values and principles. Although the Nigerian government has been instrumental in systems to fight the evils of corruption, practical problems have increasingly emerged over the years. The most notable problems are insufficient coordination of anti‐corruption work within the Nigerian public service and among the various sectors of society; poor information about corruption and the impact of anticorruption measures and agencies; and the impact of corruption on good governance. The paper places the current high-profile debates over corruption and poor governance in Nigeria within an historical analysis of the patterns of governance in Nigeria over the years since independence in order to understand the intricate issues surrounding the historical, cultural and socio-political context of the problems of governance and corruption and their influence on anti-corruption reforms in the Nigerian context

IDRIS KAMAL IBRAHIM & ISAH YAHAYA ALIYU & SHAMSU ABDU DAUDA

Department of Mass Communication, Federal Polytechnic, Bauchi, Nigeria,

Abstract

This study analysed press coverage of agriculture related climate change issues in Nigeria using environment page(s) of Daily Trust published from January, 2014 to December, 2016 through census. Two trained coders were used to code data after validity and reliability test. Quantitative analysis of data and interpretation. It was uncovered that Daily Trust reports agriculture related climate change issues averagely and buried  the stories in the inside pages. Also, it was found that no agriculture related climate change story was placed on either front or back or op-ed pages. Impact frame was the most reoccurring frame. Newspapers should embark on training and retraining of their editors and reporters on climate change reporting for better service delivery. It worth appreciating also that, editors should do all they could to make climate change an issue to the Nigerian public sphere; journalists should pick up interest in reporting technical issues such as climate change. Both policy makers and machineries for policy implementation should understand that the struggles against climate change could be fought and won on newspaper pages.

AN ASSESSMENT OF HUMAN RIGHTS: A RELATIVE TERM, NOT UNIVERSAL TO DIFFERENT SOCIETIES OR LOCATIONS

DANJUMA ABUBAKAR UMAR, BABA SHUWA GONI AND ASHIGAR A.K. SATOMI

Department of Industrial and Labour Relations, Department of Business Administration & Management and Department of Languages & Liberal Studies, Ramat Polytechnic, Maiduguri Borno State.

Abstract

Human Rights are generally perceived as moral rights that every human has simply because he is human without necessarily being in some sort of relationship to others. These rights are considered to be individual entitlements for the protection against a standard set of threats. However such rights are relative; they vary according to ideology and religious beliefs across the globe. Moreover, such rights are not universal. This is because human rights are obviously historical products and that the only sense we can give to the idea of their universality is that they apply to all human beings in the present era, not to past ages. Thus, human rights is constantly evolving or changing and the realization and implementing of a better human rights protection is closely linked to the development of human society.

MICHAEL JERRY NWUNE

Abstract

This study assessed the effects of insurgency on agricultural activities in selected locations in Konduga local government area of Borno state with specific objectives to identify the type of activities of insurgency, assess the agricultural production before, during and after the insurgency. Research questions were used basically to better understand the objectives with Primary data generated by administering a well-structured questionnaires and also involved oral interview administered on 388 respondents from the study area. Randomly selected respondents were made up of persons with differential degrees of education and persons with no formal education. Secondary data was obtained from various write ups with similar inclination. Data collected from the respondents was analyzed and tested using various statistical technique. Major findings indicated that annual grain flow between Borno and her trade partners was 294,940 tonnes in 2008. However, the flow of grain decreased to 94,500 tonnes by second quarter of 2014 and moving forward, considerable achievements have been also been recorded. The magnitude of the decrease in the flow of grain as well as number of death recorded showed that religious insurgency affected all spectrum of the Borno State economy. Abstract

The issue of conflict in Africa has dramatically increased in level and scale throughout the 1990s. In January 2000 over half of African countries were affected. The paper was of the view that Conflict in Africa has changed dimension and nature which resulted to serious violence and war that are now predominantly affecting African’s State.  The paper has a major findings that Conflicts has increasingly affected non-combatants over the past decade as a result of increasing factional fighting and violent action against the civilian population. CONTEMPORARY ISSUES AND CHALLENGES OF ABSTRACT COMPOSITION WITHIN THE MILIEU OF ACADEMIC PAPER: OPTIONS, GUIDES AND NECESSARY FOR SELECTION

ABUBAKAR ABDULLAHI

Department of Mass Communication, Abdu-Gusau Polytechnic, T/Mafara

Abstract

Despite vast researches by authors on various topics, issues and fields, little is known about the contemporary issues and challenges dominating the debate on abstract composition its unique words count and basic elements for academic conference paper. Academic paper writers often confused the type/form of abstract to adopt that best suits the kind of paper they doctored and authored. Given that, abstract is a miniaturised representation of the original document, providing a lead to the information required. It follows a structured format with the intention of capturing the essentials for the user to make a decision to proceed to use the real information or not. This is where academic paper writers are often found fatally flawed in the extraction of abstract for a paper, hence its rudiments (academic elements) is taken for granted. This paper examined the concepts of abstract in line with the updated version of the APA referencing system. The study is an examination, analysis and critique of forms of abstract composition that seeks a critical approach to the paper writing. The study figured types of abstract in which paper writers should base their abstract on 5 keyed basic components. The study however recommended that prospective authors should consider journal guidelines in their abstract composition taking cognizance of the latest American Psychological Association provision. It is concluded that the paper is helpful to overcome the challenges academics face in the making of their abstract in the event of non-familiarity with the updated APA format.

COMBATING THE MENACE OF SEXUAL IMMORALITIES IN THE NIGERIA’S HIGHER INSTITUTIONS OF LEARNING: THE SOCIAL & LEGAL OUTLOOKS.

SALEH ABDULLAHI, ESQ., & BAKOJI ZUBAIRU HAMMA, ESQ.,

Both of A. D. Rufa’i College for Legal and Islamic Studies, Misau, Bauchi State, Nigeria.

Abstract

This article: “Combating the Menace of Sexual Immoralities in the Nigeria’s Higher Institutions of Learning: the Social and Legal Outlooks” is aimed at proffering socio-legal ways of curtailing or completely curbing the alarmingly rampant rate of illicit sex among the opposite genders that comprise students, lecturers, administrative staff and general public, particularly in connection with the Nigeria’s tertiary institutions of learning. The term sexual immorality is not explicitly defined by the Nigerian laws despite numerous occurrences; hence, it is only left for judicial interpretations to determine its scope. The term can also amount to the offence of adultery under the Nigerian Penal Laws, as it is also ordained a religious sin by both Nigeria’s major religions of Islam and Christianity. In the latter religion, it is one of the cardinal sins in the ten (10) commandments. Islam also considers what is in Arabic called “Zina” –which comprises both adultery (by a married couple) and fornication (involving an unmarried person) as forming part of the major sins (Al-kaba’ir) alongside associating a partner with Allah (Shirk), committing unjustified murder, brigandage, deliberate alcohol drinking or related intoxicants, etc. Nevertheless, sexual immorality will have to be tackled and curbed, both socially and legally, in order to uphold the dignity of women and men in all walks of life, particularly in Nigeria’s higher institutions of learning. To address this topic, rules, cases and relevant literature were as well as religious ordinations examined. It is gathered from numerous researchers that, it is one of the dimensions of workplace and tertiary institutions’ insecurities faced by employees, students and administrative staff, who suffer one form of sexual violence and harassment or another as condition of employment or study benefits, ranging from unwanted sexual remarks or related sex gestures, fondling/grabbing sensitive body parts, sex favour, unwilling sexual intercourse and rape occasioned by money enticement and intimidation using the position of power and force to import sexual requirements and contend with sexual demands. The study concludes that comprehensive legislation is wanting in Nigeria with attendant policies proscribing with punitive measures the instances of immoralities and adequate implementation mechanisms. Societal enlightenment campaigns and preaching by religious clergymen against sexual immoralities will also help in no small measure. To these effects, even if the implementation of the laws and societal re-orientation may not totally resolve the problem of sexual immoralities in the higher institutions, it will definitely keep it in check.

LWAHAS BENJAMIN

Department of Social Development School of Administration and Business Studies Plateau State Polytechnic, Heipang, Barkin Ladi.

Abstract

The central foci of this paper reconnoiter how social workers identify elder abuse in Nigeria, factors they find contribute to or protect elder abuse, and cultural considerations they identify as important Visa vise the global north and argues that, to intervene effectively, social workers need to make sense of clients within the bio-psychosocial condition. A geriatric approach to elder abuse assessment provides a framework to formulate assessments that are clear and directly related to the real-world problems of abused elders as clients. Explaining the problem situation, the diagnosis, treatment, and prevention of illness in senior citizens forms the foundation for selection of intervention strategies and methods to achieve change and the empowerment and liberation of the problems associated with elderly people. Building geriatric intervention requires practitioner abilities to form concepts, relate concepts into propositions, develop hypotheses, and organize these into a coherent whole. Including case background information, observations and relevant professional literature, geriatric intervention presents an accurate and cogent comprehension of the client. On the contrary, the conjecture and the poverty divide in global scientific study of aging and its effects presentation in geriatric intervention pauses new treat to elder care. This paper staunchly posits that the Conjecture and poverty divide in Global Gerontological presentation for geriatric intervention in itself, is a new institutionalize form of elder abuse that Nigerian social workers needs to handle with professional local kits gloves. The paper specifically identities defects in the Definition of Elder Abuse, discrepancies in global Life Expectancy Rate, difficulty comparing the Prevalence of Elder Abuse Results due to major rift in methodological interpretations of social work and the general concepts of Risk Factors for Elder Abuse as key fundamental Conjectures and divide in geriatric intervention demanding a painstaking and cautiousness taking reasonable skills for elder care to avoid risks. One workable way is that Social workers must consider and confront both social context and individual content of aging behavior and accordingly rely on bio-psycho-social theories where aging behavior is a function of the aged client’s biological and psychological content and the social context – the social work domain.

A STUDY OF INFORMATION SEEKING BEHAVIOUR AND INFORMATION LITERACY AMONGST FIRST YEAR TUDENTS OF FEDERAL POLYTECHNIC, BALI

DANIEL M. MARKE

Federal Polytechnic Bali Library, Taraba State

Abstract

This research is a case study carried out amongst first year students of Federal Polytechnic Bali, focusing on their information seeking behaviour and information literacy skills in an academic context. Using Wilson’s (1999) model of information behaviour to inform the research, this study determined how first year students of Federal Polytechnic Bali, search for the materials they require in their studies, what sources they prefer and what barriers inhibit the information seeking process. Information literacy skills were also explored since the purpose of the research was to assess whether or not the school should introduce information literacy instruction to new students. Data was collected using qualitative methods. Library inductions for new students were observed to assess the role they currently and potentially could play in teaching information seeking and information literacy skills. Focus groups were organised with first year students to discuss information seeking skills, preferences and competencies.  Based on the study sample, the results showed that performance and written work could trigger information seeking amongst first year students Federal Polytechnic Bali. These students utilise various information sources for different academic activities but lack basic information seeking and information literacy skills that could enable them to find the most appropriate materials for academic effort. This study therefore recommends that information literacy sessions should be taught to first year students as part of their curriculum.

INSECURITY AND TERRORISM IN NIGERIA: IMPLICATIONS FOR NATIONAL DEVELOPMENT.

Department of Social Sciences, College of Administrative Studies and Social Sciences, Kaduna Polytechnic, Kaduna Nigeria

Abstract

Poverty and its myriad astronomical trends, perspective and dimensions cannot be overemphasized while locating it within the context of national security. This work therefore explored the symbiotic relationship between poverty and national security in Nigeria. The work posited that the issue of poverty is essentially a multi-faceted phenomenon of bad leadership and governance, dependent and unproductive economy as well as poor patronage of Nigeria’s indigenous technology. Using the secondary method of data collection and analysis, this work poised that developmental processes in Nigeria that could lead to poverty eradication with its attendant consequences on national security were  unconventionally derailed at an alarming rate such that it snowballed and restricted the contested spaces and chances for expansion in Nigeria’s national security. Poverty and national security flaws metamorphosed in such a way that the poor masses as a means to register their discontent took arms against the state which manifest itself in various forms; the Niger Delta and the Boko Haram insurgencies among others. From the foregoing trends and developments of poverty and national security in Nigeria, the work concluded by recommending for a transformational leadership as a framework for a better Nigeria.
